A Fire Here Can Destroy Something That Is Not the House
In most markets a fire damages a building and the value of the land underneath is untouched. Nashville has an unusual third thing that can burn with it.

And It Cannot Be Passed to a Buyer Anyway
This is the part that changes what a sale is worth. Under the Metropolitan Code, a short term rental permit shall not be transferred or assigned to another individual, person, entity or address, and it does not authorise anyone other than the person named in it to operate.
So the permit is not part of what you are selling. It never was. A buyer must apply in their own name, and whether they can get one depends entirely on where the property sits.

Which Makes Two Very Different Properties
A fire-damaged house in a zone where a buyer can obtain a permit is one asset. The same house in a zone where they cannot is a different one, and neither the fire nor the address tells you which you have.
Owner-occupied permits work differently again. They require the owner to permanently reside at the property and to be a natural person, so companies, trusts and partnerships are ineligible. Only one permit is issued per lot in single-family and two-family districts.

The Terms That Move the Number Here
How the property was being used. The first question, ahead of anything about the building, because a permitted rental and an ordinary house are different assets.
The zoning district. It decides whether a buyer can ever hold a permit here, and residential districts largely say no.
Whether the permit is still live. Lapsed and current are not the same position, and one of them cannot be recovered.
The construction era. Older framing chars and can often be retained; engineered assemblies come out whole once heat reaches the connections.
Which government has the address. Six satellite cities inside this county keep their own zoning.
Anyone quoting without asking how the property was used has priced a house and ignored a licence.
One Government, Two Tax Districts, Six Exceptions
Nashville and Davidson County consolidated under a charter passed on 28 June 1962, creating the first fully unified city and county government in the United States.
The charter created two service districts to allow a differential in tax levels. The Urban Services District receives the full range of city services, including refuse collection, street lighting and sidewalks. The General Services District, beyond that boundary, pays a lower rate and its owners arrange those services individually.
Six incorporated communities kept their charters: Belle Meade, Berry Hill, Forest Hills, Oak Hill, Goodlettsville and Ridgetop. They remain part of the county and they keep their own zoning regulations, which is why the permit question changes inside them.
The Numbers Worth Writing Down
The permit sits at section 6.28.030 of the Metropolitan Code and its zoning treatment at sections 17.16.250 and 17.16.070, with ordinance BL2020-187 as the current law and BL2016-381 and BL2016-492 behind it. Tennessee's framework is at sections 13-7-601 to 13-7-606 of the Tennessee Code, effective 2018.
A permit runs 12 months and renews at $313.00. Three violations can support revocation. The maximum guest stay is 30 consecutive days and no compensation may be taken for occupancy under 24 hours. Residential property is assessed at 25 per cent of appraised value, and Davidson County reappraised in 2009, 2013 and 2017 on a four-year cycle.
How the Timeline Runs
An open claim does not prevent a sale. What lengthens a Nashville file is a permit nobody checked, a renewal date nobody noticed, and a buyer pricing a licence they cannot obtain.

Questions Owners Ask
My Permit Is About to Expire and the House Is Unusable.
Speak to Metro Codes before the date rather than after it. Renewal requirements are published and the consequence of missing the window is a permit that in many zones cannot be replaced.
Does the Buyer Get My Permit?
No. It is not transferable to another person, entity or address. A buyer applies in their own name and may or may not be eligible.
Can I Sell With an Open Claim?
Yes. Who keeps the proceeds is a contract term rather than a legal barrier.
Do I Need to Clear the Lot First?
Not for us. Demolition is a cost we price in, and clearing removes options without gaining anything.
